If you already have a library card and you submit an application for a new one you will get A NEW CARD NUMBER and your old card will be inactive.
DURING PHASE 3-CONTACTLESS PICK-UP, the Head of Access Services gets these applications in her email and then when the card is made she will email you the card number for immediate use and send the physical card in the mail to verify your Royal Oak address.
