Leaf Collection - What You Need to Know After DPS has made their final pass through your neighborhood, leaves should be bagged and left curbside on your normal refuse, recycling and yard waste collection day.
Remember, No Street Parking! Royal Oak will post signs in neighborhood streets, just off of major thoroughfares, notifying residents that leaf pick-up will be in the neighborhood the following day. The signs ask residents to park cars off the street because cars in the street can slow down the trucks and make it impossible to pick-up leaves in front of the residence where the car is parked.
Temporary no-parking signs (limit 2) are available at the Department of Public Service (DPS), 1600 North Campbell Road (located on the East side of Campbell, just South of 12 Mile Rd) M - F 7:30 a.m. to 4:00 p.m. The signs are not enforceable but may help remind people to park off the street.

A Message From EGLE Regarding the Excavation Site on Harrison The following information is from the DEPARTMENT OF ENVIRONMENT, GREAT LAKES, AND ENERGY:
Regarding concerns about the odors at the 230 Harrison excavation site. I had provided this project update to the building manager to provide to potentially affected residents, here it is attached again.
Soil with gasoline impacts always smells strongly of gas, and can affect the environment, that’s why we are removing it. We have vapor monitors on site that will alarm if the vapors reach unhealthy or explosive levels; no toxic nor explosive vapor levels are present in the air there. But, I concur, it stinks!
On Monday we discovered very old underground storage tanks which had some gasoline product in them still. Although we had done an underground radar to check for underground storage tanks and found no evidence of any, sometimes those radars don’t pick up everything, and they didn’t pick up these three small ones. We did not anticipate finding anything like that, but that is the cause of the extreme odor this week, amplified by the unusual heat and humidity this week. We are working in stages with the purpose of not letting exposed soil sit in piles for too long, and we try to place clean soil over the excavated pit as soon as we possibly can. Finding the small old tanks slowed us down a bit, they were taken off site yesterday. But we are trucking along now with trying to get the impacted soil into trucks and off site as fast as possible. I truly believe it was the warm weather because the orders to be really bad this week.
I apologize for the inconvenience, but we are removing gasoline-impacted soil gets pretty smelly and I’m sorry you cannot enjoy your home with windows open this week. Please allow us to reassess the site at today’s end, see how the odors are with the weather cooling off, and let’s go from there.

Please Remember Burning Wood and Leaves is Not Allowed - Here is What the Fire Chief Wants You to KnowWith autumn upon us, we would like to remind residents that wood and leaves cannot be used for fires, either for recreational purposes or to clean up the yard. Here's what our ordinance says: § 340-5 Open burning and fuels. A. Defined. "Open burning" means burning that is not contained in a vessel designed to contain fire. B. No person shall cause or permit any open burning of fuel, garbage, or other combustible refuse or waste material, including by way of description, but not by way of limitation, leaves, brush, tree trimmings, and grass. C. Fuel for a residential outdoor fire is limited to natural gas, propane (LPG), commercially available charcoal or charcoal briquettes. The fire shall not be utilized for waste disposal purposes. D. Special occasional open fires may be allowed with permission of the Fire Chief or his/her designee, upon a determination by the Fire Chief or his/her designee that the maintenance of such fire is not likely to create a hazard or nuisance condition to adjacent property or persons in close proximity. The Fire Chief or his/her designee may attach conditions to the permit. The City may charge a fee for the permit to recover its incidental costs. E. Section 307 of the International Fire Code of 2015 is repealed. § 340-6 Violations and penalties. Any individual, partnership, corporation or other group acting as a unit violating any provision of this article or any order made thereunder shall be subject to a fine of not more than $500 or be imprisoned for a period not exceeding 90 days, or be both so fined and imprisoned, at the discretion of the court. Rent and Utility Bill Assistance Available for Royal Oak Residents The Royal Oak City Commission has teamed up with the South Oakland Shelter and Legal Aid & Defender Association to operate a rental assistance program on behalf of the city.
The program is designed to keep no, low- and moderate-income Royal Oak renters from being evicted. Many households have experienced a loss of employment or significant reduction in income due to COVID-19. Renters may be eligible for financial assistance for unpaid rent and/or utilities dating back no more than three months. Payments are made directly to landlords, not the renter household.

New Parking Fee Structure Means Two-hours Free Anytime in All City Parking Garages! No longer are the two-hours of free parking restricted to before 5:00p.m. Beginning October 1, all city-owned parking garages feature the first two-hours parking free of charge no matter what time you enter the parking garage. Staying for longer than two-hours (and we hope you are!) then you will pay 75 cents per hour after your first two free hours! And, just in time for the autumn rains and winter snow, park where you will return to a dry, clean vehicle!

Help For Small Businesses The Royal Oak City Commission has set aside $265,263 of its special allocation of Community Development Block Grant funds (CDBG-CV) from the enactment of the CARES Act to provide financial assist to small businesses in Royal Oak effected by COVID-19.
The Royal Oak CDBG-CV Small Business Assistance Program is a loan designed to provide short-term working capital which enables small businesses to remain prosperous and retain or create jobs held by persons living in low- to moderate-income households.
The City of Royal Oak will forgive loans, after six (6) months, if the assisted small business can demonstrate that it successfully created new jobs or retained existing jobs based on federal requirements. More information on the program can be found in the application.

Residential Lock Boxes Available at the Fire DepartmentWhen a person living alone calls 911 and is unable to open the door, firefighters must break through a door or a window causing costly damage to the person's home and wasting valuable time. The Royal Oak Fire Department’s residential lockbox program is designed to get quick access to adults living in their own homes during medical emergencies -- especially senior citizens. When you suffer a fall, stroke or heart attack, every second counts. The lockbox -- which contains a key to your home -- reduces the likelihood of property damage caused by first responders forcing entry into your home in response to an emergency call. The lockbox program is open to all Royal Oak residents who either live alone or are left alone on a regular basis and have a condition which may result in the need for immediate assistance due to being incapacitated or unconscious.
